'Elusive Exclusive Brethren'

There has been a flurry of articles in the press lately regarding the threat from the Exclusive Brethren in the lead up to this year's Victorian election. David Marr's exposé is a must-read.

What can we do about it?

Tasmanian-based gay activist, Rodney Croome, has posted his analysis of the threat. Below, Croome outlines 13 ways of responding to the fringe group:
1. Take note of anti-LGBT ads and fliers as soon as they appear, even if it’s in Mildura or Dubbo. It won’t be long before they appear in Prahan and Darlinghurst too.

2. Scrutinise these ads and fliers for anything approaching incitement to hatred and make official complaints accordingly.

3. Discover whether the individuals authorising them are members of the Exclusive Brethren. If so, expose this to the media immediately (the longer the public has to absorb the message the better). Also ensure the media is aware of who the Brethren really are, particularly that they are not permitted to vote or participate in public debate.

4. Compare the Brethren election materials to Liberal election materials for any obvious similarities.

5. Watch Liberal Party leafleters carefully to see if they are also distributing Brethren materials (as has been alleged in Tasmania).

6. If there does appear to be a link, challenge the Liberal Party and high profile Liberal right wingers to declare whether they have had recent meetings with the Brethren and whether any of the issues dealt with in the ads and fliers were discussed at these meetings

7. Also, challenge the Liberal Party and high profile Liberal right wingers to declare, not only whether they have received money from the Brethren, but whether the Brethren have received money from them.

8. The fact that the ads and fliers will target a particular political party (probably the Greens, and possibly the Democrats and/or Labor) is not an excuse to ignore them. While they may cost the party at which they are aimed a few votes, they will cost the LGBT community much more. LGBT people who live in rural and regional areas are especially vulnerable to the fear and hate they incite.

9. The fact that the ads and fliers will probably not determine the election outcome is also not a good reason to ignore them. Their poisoning of community attitudes will linger long after the election.

10. Don’t rely on normally-supportive MPs from parties that aren’t targeted, to tackle anti-LGBT ads and fliers aimed at their electoral rivals. Anything which hurts opposing parties helps them.

11. Don’t rely on the party that’s being targeted either. It will be ambivalent about directly engaging the Brethren on LGBT issues, particularly in rural areas. Its excuse will be that a response will give the Brethren oxygen, that it’d rather tackle LGBT issues proactively, or that it simply has bigger fish to fry.

12. Ignore all the world-weary, inner-city, late-modern types who are charmed by the eccentric Amish-like anachronism of the Brethren. Behind the latter's rejection of modernity, their head scarves, and their “thees” and “thous”, is a serious engagement in some very contemporary social and political debates.

13. Most of all, be prepared from some classic judo-activism, turning the energy of hate into something positive by having transgender advocates and same-sex couples ready to explain to all and sundry why equality and justice for sexual and gender minorities is crucial for happier and safer families and communities.

Anti-gay religious sect set to hijack Victorian election
Call for parties to "declare dealings" with group

For immediate release: 19 September 2006

The Melbourne-based action group, Civil Union Action! (CUA) has warned that a secretive, extremely powerful, fundamentalist religious sect is set to make this year's Victorian election the "nastiest, dirtiest election in years", after Nationals leader Peter Ryan MLA admitted to dealings with the group.

CUA spokesperson John Kloprogge said the Exclusive Brethren is a cashed-up, separatist Christian group that has influenced elections in four countries (US, Canada, New Zealand and Australia) and was intent on stripping LGBT people of their basic rights.

CUA has called on all political parties in this year's election to immediately declare all dealings they have had with the sect.

"The Exclusive Brethren shun society and reject democracy. They are 'forbidden by God' to vote, but they manipulate elections by other means. Voters have a right to know if any backroom deals have been made," Mr Kloprogge said.

"Any sect that urges members to shun non-Brethren family members rightly deserves the label 'anti-family'," Mr Kloprogge continued.

CUA said the Exclusive Brethren's last-minute entry onto the political scene in this year's Tasmanian state election may have altered who held the balance of power.

"Fundamentalist sects are dangerous and extreme when they want to strip thousands of Australians of their rights, and enforce a narrow, theocratic view on the rest of the country," Mr Kloprogge said.

The sect also had a major impact on national elections in New Zealand in 2005, with Labour and the Greens losing many seats. NZ Prime Minister Helen Clark condemned the "dirty tricks" smear campaign against her. A police investigation later found the Brethren had spent $NZ1.2 million ($900,000) on that election alone.

In recent days, the sect has been embroiled in a rumour campaign suggesting Ms Clark's husband is gay.

"The Exclusive Brethren are not out to blur the line between church and state. They want to erase it altogether," Mr Kloprogge said.

According to journalist and former Media Watch presenter, David Marr, homosexuality is "hot topic No.1" with the Brethren.

The Senate recently rejected a move by the Greens to establish an inquiry into the sect's role in the 2004 Federal election.

Government asked to "please explain" bill deferral
Premier urged to come out on civil unions stance

For Immediate Release: 15 September 2006

The Melbourne-based action group, Civil Union Action! (CUA), has asked the Bracks Government to explain why it adjourned debate on Independent MLC Andrew Olexander's Civil Unions Bill 2006, and has urged the Government to declare their stance on civil unions before November's election.

The decision follows Wednesday's developments in the Victorian Legislative Council that allowed the First and Second Readings of the proposal, turning the draft bill into legislation, and creating the opportunity for a parliamentary debate of the bill.

"Did the Government adjourn debate on this bill as a way of avoiding the issue in the lead up to the election? If that's what they want, they will be disappointed," CUA spokesperson John Kloprogge said.

Mr Kloprogge said the Government still had the ability to reintroduce the bill for debate during Government Business. The next chance for debate is the morning of October 4.

"The Government should now do two things. They should explain why they deferred a bill which would have given same-sex couples basic rights and legal security. And, they should give the gay and lesbian community a commitment, before the election, to introduce a civil unions scheme," Mr Kloprogge said.

"If the Government considers civil unions an important issue, they must declare their stance so voters can make an informed choice come November 25. Knowing who you are voting for, and what policies they represent, is a cornerstone of democratic practice," Mr Kloprogge continued.

"We want to know the policy positions of all political parties running in this year's election on this important issue," Mr Kloprogge added.

"A Civil Union scheme would provide social equality, legal security and basic respect to Victorian same-sex couples and their families," Mr Kloprogge concluded.

Civil Unions legislation now up for debate
Same-sex couples have a bill to recognise rights

For Immediate Release: 13 September 2006

The Melbourne-based action group, Civil Union Action! (CUA), has welcomed the Victorian Legislative Council's decision today to allow the First and Second Readings of a landmark same-sex civil unions proposal, turning the draft bill into official legislation, and creating the opportunity for a parliamentary debate of the bill.

Independent MLC for Silvan, Andrew Olexander, successfully sought leave to present his First and Second Readings of the bill, and to have the Second Reading speech incorporated into Hansard. Not one upper house member challenged Mr Olexander's requests.

The next step on the road to the bill becoming law is a parliamentary debate. The next opportunity for debate is the morning of 4 October 2006, but the Government can either allow debate or ajourn it. It is unclear what the Government's response will be.

"This is very positive news. Same-sex couples in Victoria now have a bill which, if passed, will allow their relationships to be formally recognised by law," CUA spokesperson, John Kloprogge said.

"This is the first time a civil unions proposal has reached legislation stage in any mainland state of Australia," Mr Kloprogge continued.

"Upper House members of Parliament recognise that civil unions ought to be investigated as a way of eliminating discrimination against same-sex couples," Mr Kloprogge added.

CUA hopes to see a debate on the issue.

"We encourage the Bracks Government to allow a debate on this bill. This is a positive and sensible proposal that will, if passed, give same-sex couples basic rights and legal security," Mr Kloprogge

The Victorian Gay and Lesbian Rights Lobby has urged the Government to prioritise the issue.

"The Government says that civil unions are not on its legislative agenda, but they should be," VGLRL spokesperson, Gerard Brody, told SX News on 17 August.

"A Civil Union scheme would provide social equality, legal security and basic respect to Victorian same-sex couples and their families," Mr Kloprogge concluded.

Civil Unions draft bill passes first hurdle
Same-sex couples edge closer toward equality

For Immediate Release: 12 September 2006

The Melbourne-based action group, Civil Union Action! (CUA), has welcomed the Victorian Legislative Council's decision today to place a draft Civil Unions Bill as the first item of business on tomorrow's parliamentary notice paper, taking same-sex couples one step closer to having their relationships formally recognised by state law.

Independent MLC for Silvan, Andrew Olexander, successfully sought leave to have his draft bill placed high on the notice paper. Not one upper house member challenged Mr Olexander's request.

Tomorrow, Mr Olexander will seek leave to give a First and Second Reading of his proposed bill, and to have his Second Reading speech incorporated into hansard. If successful, the draft bill will become official legislation, paving the way for debate.

Mr Olexander is optimistic the proposed bill will soon become legislation.

"This is a very encouraging development. Same-sex couples in Victoria are one step closer to having their relationships formally recognised by law," CUA spokesperson, John Kloprogge said.

"Upper House members of Parliament recognise that civil unions ought to be investigated as a way of eliminating discrimination against same-sex couples," Mr Kloprogge continued.

CUA hopes to see a debate on the issue.

"Same-sex couples currently do not have a way of formally registering their relationships. A civil union scheme would give them a way of proving their relationship status, so their basic rights can be recognised," Mr Kloprogge added.

The Victorian Gay and Lesbian Rights Lobby attacked the Brack's Government's avoidance of the issue.

Gays tell Bracks: "We'll be watching you"
Victoria braces for Olexander's Civil Unions Bill

For Immediate Release: 11 September 2006

The Melbourne-based action group, Civil Union Action! (CUA), has declared it will watch the Bracks Government and the Opposition very closely tomorrow as Independent MLC for Silvan, Andrew Olexander, attempts to seek leave to introduce his landmark Civil Unions Bill.

The Bracks Government's response to Olexander's initiative will demonstrate how willing they are to accept same-sex relationships, extend equal rights and celebrate diversity.

Civil Union Action! believes it's time for a firm commitment from the Government.

"While the Relationships Act of 2001 was very welcome, it did not give same-sex couples the option of registering their relationship. This can create problems when couples need to prove their relationship, for example, when one partner wants to visit the other in hospital," said CUA spokesperson, John Kloprogge.

"The Relationships Act is of limited value unless it extends rights to all same-sex couples, not just a few," Mr Kloprogge continued.

"If the Government supports Mr Olexander's bill, it will be a major victory for our community. But if they reject it, they must explain why," Mr Kloprogge added.

The Victorian Gay and Lesbian Rights Lobby also called for change.

Bill will put pressure on Government

For Immediate Release: 8 September 2006

The Melbourne-based action group, Civil Union Action! (CUA), is encouraging gays and lesbians to turn up to the Victorian Parliament House next Tuesday 12 September, to watch what happens as Independent MLC for Silvan, Andrew Olexander, attempts to seek leave to introduce his landmark Civil Unions Bill.

The Bracks Government has consistently said that civil unions are "not on (their) agenda", while the Opposition leader, Ted Baillieu, has said he supports the notion of civil unions.

Civil Union Action! believes it's time for a firm commitment from the Government.

"Even if the Government doesn't have time to introduce Civil Unions now, the least they can do is give us a guarantee for such a bill after the election," CUA spokesperson John Kloprogge said.

"If the Government supports Mr Olexander's bill, it will be a major victory for our community. But if they reject it, they must explain why," Mr Kloprogge added.

The Victorian Gay and Lesbian Rights Lobby also called for change.

"The Government says that civil unions are not on its legislative agenda, but they should be. We hope that the [Mr Olexander's] draft Bill will encourage the Government to get working on civil unions for Victoria," VGLRL spokesperson, Gerard Brody, told SX News on 17 August.

"A Civil Union scheme would provide social equality, legal security and basic respect to Victorian same-sex couples and their families," Mr Kloprogge concluded.
